SWPBIS 2025-2026 Recognition

The PA Schoolwide Positive Behavioral Interventions and Supports (SWPBIS) MTSS (Multi-Tiered System of Supports) Recognition for the 2025–2026 school year is an official state-level award given to Pennsylvania schools that have successfully implemented behavior support frameworks with high "fidelity" (meaning PALMS followed the evidence-based guidelines accurately and effectively). 

Schoolwide Positive Behavioral Interventions and Supports (SWPBIS): A proactive framework where schools explicitly teach, model, and reinforce positive behaviors rather than just waiting to punish bad behavior.

MTSS (Multi-Tiered System of Supports): An umbrella model integrating academic and behavioral strategies across three distinct tiers:

  • Tier 1: Universal, school-wide behavioral expectations and positive reinforcement for all students.
  • Tier 2: Targeted, small-group interventions for students who need a bit more support.
  • Tier 3: Intensive, individualized, one-on-one plans for the highest-need students.
